She has served as a teacher and an administrator at the elementary, secondary, and college level. Served as an Adjunct Instructor for Mountain View College. Served as a Program Services Manager at Mountain View College. Served as a Campus Intervention Team Consultant for Dallas Independent School District for low performing schools. Served as Director of Student Support Services and Upward Bound at Paul Quinn College August 2005-July 2009. Served as an Associate Professor of English in the Division of Arts and Sciences at Paul Quinn College October 2002-May 2005. Served as an Educational Consultant for Region 10 Principal Assessment Center in Richardson, Texas November 2000- May 2003. Served as a Feedback Specialist for Region 10 ESC Principal Assessment Center in Richardson, Texas. Served as Director of the Student Learning Center/Writing Center and Coordinator of the Quality Enhancement Plan at Texas College in Tyler, Texas.
Served as an Educational Ambassador and Delegate with the Citizen Ambassador Program in Beijing, China in December 1995. Served as a presenter at the Sino/American International Conference on Exceptionality in Beijing, China in December 1995. Served as an Educational Ambassador and Delegate with the Citizen Ambassador Program in the Republic of South Africa in July 1996. Served as a Presenter at the Literacy 96 South African International Conference on Literacy in Cape Town, South Africa in July 1996.
Religious and Civic Involvements
Dr. Scruggs has been an active member of the African Methodist Episcopal Church for 58 years. Served as President of the Tenth Episcopal District, Vice President of the Tenth Episcopal District. Served as 10th Episcopal District Coordinator for the Colored Convention Project with the Delaware Historical Society: Transcribed 110 pages of the “1879 Proceedings of the National Conference of Colored Men of the United States”. Served as a presenter at the Tenth Episcopal District State lay meetings and Conventions. Served as General Conference Alternate -2004, Delegate for the Tenth Episcopal District for 2008, 2012, 2016, and 2021. Served on the 51st Quadrennial Session 2021 Compilation Committee.
Served as President of the North Texas Conference Lay Organization for four (4) years. Dr. Scruggs is a member of Greater St. James Temple AME Church located in Dallas, Texas .During church tenure, she has served as Steward Board Pro-tem, Trustee Board Pro-tem, Sunday School Teacher, Church School Superintendent, Chairman of the Christian Education Department, New Members’ Class Instructor, Lay Minister, Benevolence Committee Chair, choir member, Local lay organization president, Director of Lay Activities for the local lay organization.
Organized a Senior Citizens Program in September, 2001 at Greater St. James A.M.E. Church for the community seniors in the Pleasant Grove community. Served as a member of the Site Based Development Management Team for Frederick Douglass Elementary School.
Presently serving as Director of Lay Activities for the North Texas Conference Lay Organization and the Greater Dallas District Lay Organization. Also, serving as the representative for the Tenth Episcopal District on the Connectional Lay Economic Development Corporation (CLEDC) and serving on the Connectional Lay Organization 2023 Biennial Study Guide Committee representing the 10th Episcopal District Lay Organization.
National Association of the Negro Business and Professional Women’s Clubs, Inc., Dallas Metropolitan Club: Served as District Parliamentarian for the South Central District. Served as the South Central District Chairperson for the International Affairs Program Committee with the responsibility of coordinating the efforts of clubs in Arkansas, Louisiana, Missouri, New Mexico, Oklahoma, and Texas. Inducted as a Life Member, July, 2001. Served as Parliamentarian and Chairperson of The International Affairs Committee for Dallas Metropolitan Club.
Beta Psi of Dallas Metropolitan Club of the National Association of Negro Business and Professional Women’s Club Inc. Organized a Beta Psi Club at Paul Quinn College during the 2003 – 2004 school year for male and female college students who are interested in Business. The club was chartered on July 26, 2005, and inducted on August 28, 2005.
